Shanghai (Gasgoo)- On November 18, XPENG AEROHT, the eVOLT aircraft (flying car) company affiliated to XPENG, and the Hainan Provincial Development and Reform Commission signed a strategic cooperation framework agreement to establish a "Flying Car Application Demonstration Island" in Hainan, according to XPENG AEROHT's announcement.
The partnership aims to pilot flying car applications, explore commercialization opportunities, and strengthen collaboration in areas such as overseas sales, production, manufacturing, and trade settlement.
As part of the initiative, the two parties plan to secure agreements for 20 flying car camps by the end of 2025, ensuring operational readiness for XPENG AEROHT's flying vehicles. Earlier, XPENG AEROHT had signed a pre-order agreement with Hainan Yujia General Aviation Services as the latter intends to purchase 100 unit of the former's "Land Aircraft Carrier".
Hainan, a leading region in low-altitude airspace reform in China, has implemented three rounds of pilot programs across the province. The region has already developed essential infrastructure, including a general aviation flight service station and an integrated drone regulatory platform.
Hainan recently released its Three-Year Action Plan for Low-Altitude Economic Development (2024–2026), outlining the following key objectives by 2026:
● Constructing nine general aviation airports and 500 low-altitude aircraft landing sites.
● Establishing 300 low-altitude flight routes.
● Achieving 300,000 manned aircraft flights and 4.5 million unmanned drone flights annually.
● Attracting and fostering 200 enterprises in the low-altitude economic industrial chain, with an industry scale reaching 30 billion yuan.
The plan emphasizes breakthroughs in five areas: low-altitude airspace management reform, low-altitude flight service platforms, R&D and manufacturing, innovation commercialization, and industrial synergy.
