The notice proposed promoting the implementation of entrusted energy cost management projects in public institutions at all levels, guided by the industry standard "Implementation Procedures for Energy Cost Management in Public Institutions"; organizing the collection and promotion of exemplary cases to encourage the implementation of more energy cost management projects; and promoting bundled management and county-wide (district-wide) management models to fully leverage economies of scale. In collaboration with relevant departments, it plans to formulate policy documents related to water-saving contracts in public institutions, encouraging market service providers to offer water-saving technology retrofitting, operational management, and other services to further stimulate the demand for water-saving in public institutions. It will explore market mechanisms for utilizing PV and other new energy sources, relying on market forces to better promote PV construction in public institutions.

To the administrative departments of government affairs in provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps, the Guangdong Provincial Energy Bureau, and all departments of central state organs:
The year 2025 marks the conclusion of the 14th Five-Year Plan. The energy and resource conservation work in public institutions must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the second, third plenary sessions of the 20th CPC Central Committee, and thoroughly implement General Secretary Xi Jinping's important instructions on government affairs. It should focus on serving economic and social development, uphold integrity and innovation, tackle challenges, enhance the efficient and intensive use of energy and resources, accelerate the green and low-carbon transition, and contribute to the high-quality development of government affairs based on asset management, making efforts to contribute to the construction of a beautiful China.
I. Earnestly Implement Central Decisions and Maintain the Green and Low-Carbon Development Direction for Public Institutions
Thoroughly study and implement the spirit of the third plenary session of the 20th CPC Central Committee, deeply understand the major principles and measures for further comprehensive reform, especially the key tasks of deepening the reform of the ecological civilization system, strengthen reform-oriented thinking, enhance professional capabilities, and achieve more progress in innovating energy-saving management mechanisms and methods in public institutions. Earnestly study and implement the "Opinions of the CPC Central Committee and the State Council on Accelerating the Comprehensive Green Transition of Economic and Social Development," strengthen the whole-process and full-chain conservation of energy, water, food, assets, and other resources, and improve the green and low-carbon development mechanism for public institutions. Study and implement the spirit of the Central Economic Work Conference, grasp the requirements for accelerating the comprehensive green transition of economic and social development, coordinate energy conservation and carbon reduction, vigorously develop green buildings in public institutions, better support the development of green and low-carbon industries, and contribute to expanding domestic demand.
II. Achieve the 14th Five-Year Plan Goals with High Quality and Scientifically Plan Key Tasks for the 15th Five-Year Plan
In accordance with the energy and resource consumption total and intensity control indicators, carbon emission reduction targets, and green and low-carbon transition action goals set in the "14th Five-Year Plan for Energy and Resource Conservation in Public Institutions," conduct a comprehensive review, identify shortcomings, and implement targeted measures to ensure the high-quality achievement of the goals. Convene a summary and evaluation meeting for the "14th Five-Year Plan for Energy and Resource Conservation in Public Institutions," organize a summary and evaluation of the implementation, objectively assess the results, systematically summarize problems, and propose improvement measures. Initiate the preparation of the "15th Five-Year Plan," adapt to new situations, tasks, and requirements, scientifically plan the goals and key tasks for energy and resource conservation in public institutions during the 15th Five-Year Plan period, and enhance the plan's guiding, directive, and operational nature.
III. Implement a Comprehensive Conservation Strategy and Strengthen the Intensive and Circular Use of Resources
Promote energy efficiency improvements, focusing on saving electricity, oil, and gas; in conjunction with the zero-based budgeting reform, advance research on the energy consumption quota budgeting system for public institutions, establish energy consumption quota budgeting models, and conduct pilot applications. Strengthen water conservation and protection, promote the "Administrative Measures for Water Conservation in Public Institutions," steadily advance the popularization and upgrading of water-saving appliances, and encourage public institutions in Beijing to actively utilize municipal reclaimed water. Conduct anti-food waste initiatives, organize statistical surveys on the effectiveness of anti-food waste efforts in government canteens, strengthen the application of results, and promote exemplary practices. Facilitate resource recycling, develop policy documents to accelerate the recycling of waste materials in public institutions, organize activities for recycling obsolete 3C electronic products in government agencies, and guide public institutions in implementing waste classification. Improve the management mechanism for resource-efficient agencies and continue to promote the construction of resource-efficient agencies.
IV. Implement Green and Low-Carbon Leading Actions and Improve the Green and Low-Carbon Development Mechanism
Fulfill the requirements for establishing a new mechanism for transitioning from dual controls on energy consumption and energy intensity to dual controls on carbon emissions, develop standards for carbon emission statistics and accounting in public institutions, and explore carbon emission trading and carbon inclusive systems in public institutions. Encourage public institutions to utilize new energy sources based on local conditions, optimize building energy structures, promote electricity substitution, expand the scale of green electricity applications, and promote clean and low-carbon heating. Guide public institutions to take the lead in using domestically produced NEVs, increase the proportion of new energy official vehicles based on local conditions, and orderly advance the construction of charging infrastructure projects for central state organs. Publish the 2024 list of green and low-carbon technologies for public institutions and organize exchange and promotion activities. Promote the construction of green data centers in public institutions, and in collaboration with relevant departments, select and publish the 2024 list of national green data centers.
V. Focus on Key Projects to Steadily Advance Energy-Saving and Carbon-Reduction Retrofits
Strengthen the implementation of the "program of large-scale equipment upgrades and consumer goods trade-ins" policy, focusing on updating and retrofitting key energy-consuming equipment such as data centers, air conditioning systems, heating systems, elevators, and power distribution facilities in public institutions. Accelerate the elimination of outdated, inefficient, high-energy-consuming, high-emission, and unsafe equipment. Steadily and orderly implement energy-saving and carbon-reduction retrofit projects for central state organs, coordinate the review, approval, transfer, and supervision of 2025 projects, and prepare the 2025-2030 energy retrofit plan, ensuring project reserves. Strengthen project implementation supervision, focusing on investment control, budget execution, and project construction. Enhance the informatization level of project management, improve the functionality of the energy-saving and carbon-reduction project management information system for central state organs, and survey the basic data of energy-consuming facilities and equipment.
VI. Enhance Data Governance Quality and Effectively Evaluate Energy and Resource Conservation Work
Promote the comprehensive implementation of the "Three-Year Action Plan for Strengthening Energy and Resource Consumption Data Governance in Public Institutions (2023-2025)." Continuously upgrade the national comprehensive information platform for energy and resource conservation in public institutions, accelerate the construction of the public institution directory database, further advance the automatic collection of water and gas data, and improve carbon emission statistics and accounting functions, achieving full coverage of basic information on public institutions and accurate statistics on energy and resource consumption data. Conduct statistical evaluations of energy and resource consumption and conservation work in public institutions across regions and central state organs for 2024, and issue energy and resource consumption targets for central state organs for 2025.
VII. Expand the Scale of Market Mechanism Applications and Standardize Project Implementation
Promote the implementation of entrusted energy cost management projects in public institutions at all levels, guided by the industry standard "Implementation Procedures for Energy Cost Management in Public Institutions"; organize the collection and promotion of exemplary cases to encourage the implementation of more energy cost management projects; and promote bundled management and county-wide (district-wide) management models to fully leverage economies of scale. VIII. Strengthen Institutional Development and Theoretical Research to Lay a Solid Foundation for High-Quality Development
Actively participate in the compilation of the ecological environment code and the revision of the Energy Conservation Law, and advance the revision of the "Regulations on Energy Conservation in Public Institutions." Accelerate the revision of normative documents such as the "Statistical Survey System for Energy and Resource Consumption in Public Institutions" and the "Assessment Measures for Energy and Resource Conservation in Central and State Organs and Their Affiliated Public Institutions." Promote the release of the "Evaluation Guidelines for Green Schools" and the "Evaluation Guidelines for Green Venues in Public Institutions," revise the "Water Conservation Management Standards for Public Institutions," and develop national standards such as the "Classification Guidelines for Energy Efficiency Levels in Public Institutions," the "Operation and Maintenance Standards for Green Data Centers in Public Institutions," and the "Guidelines for Waste Classification in Public Institutions." Research and issue industry standards for the construction and operation of EV charging infrastructure in public institutions. Encourage regions to strengthen theoretical research on energy and resource conservation in public institutions, particularly in proposing ideas and measures for improving the coordinated development mechanism of energy-saving management and asset management, and promoting the integration and linkage of energy-saving with the management of buildings, vehicles, and office equipment and furniture. Publish the list of outstanding research topics on green and low-carbon transition in public institutions for 2024-2025 and compile the research results.
IX. Conduct Energy-Saving and Carbon-Reduction Publicity and Training to Promote Green and Low-Carbon Development Concepts
Vigorously advocate a simple, moderate, green, low-carbon, and civilized lifestyle and consumption pattern, and organize public institution energy-saving themed publicity activities such as National Ecology Day, National Energy Conservation Publicity Week, World Water Day, World Food Day, National Urban Waste Classification Publicity Week, Green Travel Publicity Month, and Public Transport Publicity Week. Publish outstanding scripts and stories on public institution energy conservation themes for 2024, and produce energy-saving and carbon-reduction promotional videos based on selected outstanding works. Strengthen education and training, hold green and low-carbon lectures for public institutions, and organize face-to-face training sessions for energy conservation management personnel in public institutions. Encourage participation in remote training on energy conservation management in public institutions to enhance the ability of public institution staff to promote green and low-carbon development. Complete the evaluation and acceptance of model units for resource-efficient public institutions for 2023-2024 as required, publish the list, and strengthen dynamic management and the demonstration effect. Organize the selection of units and individuals in the public institution field for the "China Water Conservation Award."
All regions and departments should align their thoughts and actions with the central decisions, resolutely act as executors, action-takers, and practitioners, focus on the main line of energy-saving and carbon reduction, and ensure the effective implementation of key tasks for 2025. This will enable public institutions to better play a leading and exemplary role in accelerating the comprehensive green transition of economic and social development, laying a solid foundation for the successful conclusion of the 14th Five-Year Plan and a good start to the 15th Five-Year Plan.
