On February 27, the National Energy Administration issued a notice on the publication of the "2025 Energy Work Guiding Opinions" (hereinafter referred to as the "Opinions").
The Opinions pointed out the need to continuously improve the energy system and mechanism. It emphasized enhancing the coordination and connection mechanism for energy resource exploration, production, supply, storage, and sales, deepening the reform of the oil and gas pipeline network mechanism, and optimizing the construction and operation mechanism of the pipeline network. It also proposed researching the establishment of a carbon emission accounting mechanism for the energy industry, innovating new energy pricing mechanisms and consumption methods, and promoting the full market participation of new energy. This aims to transition new energy from guaranteed acquisition to market-based consumption. The Opinions also suggested studying and formulating policy measures for direct green electricity connections, issuing policy documents to promote the high-quality development of the green electricity certificate market, implementing mechanisms to promote green electricity consumption, improving the renewable energy consumption responsibility weight system, and reinforcing the green electricity consumption responsibilities of power users. Additionally, it called for establishing a market mechanism that accommodates the broad participation of new-type ESS and virtual power plants.
The Opinions also emphasized continuously improving the energy technology innovation system. It proposed completing a new round of assessments and evaluations for existing innovation platforms and conducting mid-term evaluations for the "horse race" innovation platforms. It highlighted the need to enhance policies for the high-quality development of energy equipment, improve the independent and controllable capabilities of the energy equipment industry chain, and issue annual project initiation guidelines for energy industry standards. The focus is on supporting key standard projects in areas such as cultivating new quality productive forces in energy, promoting green and low-carbon transformation, supporting deep reforms, and ensuring energy security. It also stressed strengthening the supply of standards in areas such as energy digitalization, new-type power systems, new-type ESS, hydrogen energy, and green liquid fuels, as well as researching and planning a batch of emerging field standardization committees.
The Opinions further stressed the importance of tackling key core technologies in energy. It called for intensified efforts in major technological breakthroughs for new energy development, high-quality advancement of national major science and technology projects in smart grids, coal, oil, and gas, as well as four key special projects under the national key R&D plans in the energy sector. It urged the establishment and improvement of the organizational management system for national major science and technology projects, the formulation of annual project guidelines, and the strengthening of project supervision and management. Special emphasis was placed on innovation and forward-looking planning for technologies such as new-type ESS, particularly long duration energy storage (LDES).
