Recently, the General Office of the People's Government of Gansu Province issued a notice on the Action Plan for Building Gansu Province into a Key Undertaking Area for the East-Central Industry Transfer to the West. The notice stated:
Adhering to the principle of "reducing oil, increasing chemicals, and enhancing specialties," efforts will be made to promote Lanzhou Petrochemical in building a new chemical materials base and Qingyang Petrochemical in developing a boutique urban refinery. Support will be provided for the Longdong region to establish a comprehensive energy and chemical base, Jinchang City to build an important north-west China production site for compound fertilizers, Lanzhou New Area to develop a green chemical industrial park in western China, and Yumen City to actively develop a comprehensive energy industry integrating "oil, gas, electricity, and hydrogen."
Efforts will be made to promote the application of rare earth permanent magnets in wind power direct-drive motors and to conduct research collaborations on the application scenarios of carbon fiber composite materials in hydrogen storage tanks.
The aim is to build a nationally significant new energy and new energy equipment manufacturing base, advance the construction of power transmission channels in an orderly manner, and focus on the development of key core components and system integration such as generators, gearboxes, inverters, hydrogen energy equipment, and nuclear energy equipment. The province will undertake the entire industry chain of "generation, transmission, storage, utilization, and manufacturing" and the full life cycle of "research, production, installation, operation, and maintenance" related to new energy and new energy equipment manufacturing industries. In the eastern region, with provinces such as Jiangsu and Fujian as the focus, efforts will be made to undertake industries related to offshore wind power equipment and PV inverters. In the central region, with provinces such as Jiangxi and Hunan as the focus, efforts will be made to undertake industries related to energy storage systems and hydrogen energy equipment.
By 2025, efforts will focus on accelerating the development of key core components such as generators, gearboxes, inverters, hydraulic devices, hydrogen energy equipment, and nuclear energy equipment, with a particular emphasis on wind and solar power projects. The province will prioritize attracting projects and enterprises related to key core components and system integration for wind power and PV.
In the field of new-type energy storage, efforts will be made to attract manufacturers of energy storage components, energy storage systems, ESS power stations, and capacity leasing. In the hydrogen energy industry, efforts will focus on attracting industries across the entire hydrogen energy chain, including hydrogen production, storage and transportation, and refueling equipment.
